A digital qualification conference will be held on 15 January 2026 at 13:00 (CET) via Microsoft Teams. Participation in the qualification conference is voluntary.

The conference will be conducted in English. The purpose of the qualification conference is to provide guidance and information regarding the content of the procurement.

Suppliers wishing to participate must register by submitting a message in Artifik no later than 14 January 2026 at 13:00 (CET).

The registration message shall include:

Name of the company
Number of participants
Names of the participants, and their role in the company
Email addresses of the participants (for distribution of the Teams meeting link)

Suppliers are encouraged to submit their questions in advance via Artifik so that the Purchaser can prepare the responses. All questions will be anonymised.

Please note that participants will not be anonymised during the meeting.

A summary of the meeting will be prepared and published in Artifik. The summary will include all questions and answers raised during the meeting, as well as any supplementary information provided.

The visit will begin with a short introductory meeting at the Purchaser’s offices, where the plan for the day will be presented.
Personal protective equipment or protective clothing is not required. If needed during the inspection, the Purchaser will provide life jackets.
Photography and video recording are permitted during the site visit unless otherwise stated by the Purchaser during the inspection.
All questions raised during the site visit will be answered and subsequently published in Artifik, available to all qualified suppliers. Suppliers who wish to submit questions anonymously may do so by submitting questions in Artifik in the usual manner. Please note the deadline for submitting questions, as set out in the schedule in Artifik.

Award criteria related to climate and environmental performance may be replaced by climate and environmental requirements in the requirement specification when this provides a clearly better climate or environmental effect, cf. FOR § 7-9 (4).

This procurement concerns the delivery of digital survey technology for condition assessment of quay structures. The procurement replaces a diver-based practice characterised by fossil-fuelled vessel use, low measurement precision and repeated inspections, and documentation gaps that contribute to suboptimal maintenance planning and unnecessary material consumption. To ensure that these effects materialise in practice, the Purchaser has chosen to translate the environmental ambitions into binding requirements rather than evaluative criteria. The competition includes a qualification requirement requiring documented environmental management measures, ensuring that only suppliers with established and implemented systems for systematic environmental performance can participate.

The requirement specification further includes minimum requirements (“Shall”-requirements) that directly regulate the activities with the highest environmental footprint in this contract. Suppliers must apply low-emission operational practices in mobilization and fieldwork, substantiate and document the emission profile of vessels and equipment used, and implement measures that prevent pollution and ensure proper waste handling.

These requirements regulate the concrete operational choices that determine emissions and environmental risk in this contract. They apply equally to all suppliers and are enforceable throughout delivery, ensuring direct impact on the environmental footprint of the fieldwork. In this market equipment is largely standardized, leaving limited scope for meaningful differentiation through a 30 % award criterion. A weighted evaluation would rely on declared intentions rather than verifiable practice. Binding operational requirements will therefore provide a more reliable and measurable environmental effect than award weighting.

Based on this assessment, the Purchaser will apply the exemption in FOR § 7-9 (4). The Purchaser is therefore exempt from the obligation to weigh environment at 30 %, or to prioritise environment among the three highest-ranked award criteria.

Purpose and Scope of the Procurement

Oslo Municipality, represented by Oslo Havn KF (Port of Oslo) and Bymiljøetaten (Agency for Urban Environment) (collectively referred to as the Purchaser), invites tenderers to participate in a negotiated procedure with prior call for competition for the procurement of the framework agreement for Quay Mapping and Scanning Services.

The Purchaser intends to procure modern mapping technologies and analysis tools to improve the condition assessment of quay structures, enable early identification of damage, and support better planning for maintenance and rehabilitation. This procurement forms part of a broader effort to modernize port operations, reduce lifecycle costs, and ensure sustainable management of maritime infrastructure. The purpose is to establish a unified, data-driven foundation for condition monitoring, maintenance planning, and investment decisions across Oslo Havn’s 8800 meters of quay infrastructure.
